Alternate Member of the Court of Arbitration of the International Chamber of Commerce (ICC). He is on the list of arbitrators of the International Centre for Settlement of International Disputes (ICSID), as well as the Inter-American Commercial Arbitration Commission (IACAC), the International Centre for Dispute Resolution (ICDR-AAA), and the Paraguayan Center for Mediation and Arbitration (CAMP). He served as Legal Director of ITAIPU BINACIONAL (2014- ); Secretary of the Executive Committee of the Yacyretá Binational Entity (2013-2014); Legal Advisor to the Yacyretá Binational Entity (2014-2015); Senior Attorney in the International and Corporate Law Department of the law firm Berkemeyer, Vouga & Olmedo (1993-2004); and at the Ministry of Foreign Affairs (1991-1992). He was also an associate attorney at the law firm Peroni, Sosa-Altamirano (1988-1989).
Specialization and practice in Energy Law, Corporate Law, Commercial Law, International Business Transactions, Foreign Investment, and Commercial Arbitration. Consultant to international organizations for the drafting of bills in the areas of Corporate Law, Telecommunications, Investment, and Dispute Resolution. Co-author of the Paraguayan Arbitration and Mediation Bill commissioned by the Inter-American Development Bank (IDB). Arbitrator at the Paraguay Arbitration and Mediation Center of the National Chamber of Commerce and Services of Paraguay. He has been a speaker at various seminars and events in Paraguay, the region, North America, and Europe. He is the author and co-author of chapters on Paraguayan law in legal works and monographs on international arbitration and contracts, foreign trade, investment, financial law, securities markets, and private law.
