He completed postgraduate studies in Criminal Law at the University of Salamanca (Spain) in 2003, the University of Buenos Aires - UBA (Argentina) in 2002, as well as refresher courses in Sports Law and Commercial and Investment Arbitration.
Former Legal Advisor to the Vice Ministry of Commerce (MIC), the Vice Ministry of Transportation (MOPC), and Paraguayan Public Television (SICOM). Former President of the Transportation Secretariat of the Metropolitan Area of Asunción (STM) in 2013-2014. Former Vice Minister of Transportation of the Ministry of Public Works and Communications (2014-2018), former President of the Regulatory Council of Law No. 5,230/2014 "Establishing Electronic Fare Collection for Public Transportation."
